New Homelessness Prevention and
Rapid Re-housing Program (HPRP)

 

As part of the economic recovery package signed into law by President Obama on February 17, 2009, Virginia will soon receive $25 million in federal funds for homelessness prevention and rehousing efforts. The economic recovery package created a new program called the Homelessness Prevention and Rapid Re-housing Program (HPRP). Details are below.

Sept 11 - Homelessness Prevention and Rapid Re-Housing Program Grants Announced

On Wednesday, September 9, Governor Timothy M. Kaine announced more than $11 million in grants to 23 sub-grantees through the Homelessness Prevention and Rapid Re-Housing Program (HPRP), authorized through the American Recovery and Reinvestment Act (ARRA).

Funds can be used for a variety of activities to both prevent homelessness for those at risk and to provide assistance to those experiencing homelessness.  Thirteen local governments plus the Commonwealth of Virginia are eligible grantees and received funding directly from the U.S. Department of Housing and Urban Development (HUD).

The Governor’s Office has offered guidance to those who may be eligible to receive prevention or homeless assistance services through HPRP:  “Individuals who are homeless or feel they may be at-risk of becoming homeless are advised to contact their local HPRP service provider directly to determine eligibility for services and schedule an initial consultation with a case manager.”

April 27 - The Virginia Department of Housing and Community Development (DHCD) has released preliminary guidelines on the process and timeline for the administration of the approximately $11 million in Homelessness Prevention and Rapid Re-housing Program (HPRP) funds.  DHCD will release the RFP and program guidelines on May 4; "How to Apply" workshops will be held in Roanoke on May 14 and Richmond on May 19; and proposals will be due June 19.

March 24, 2009
- VCEH hosted an audio conference on the Homelessness Prevention and Rapid Re-housing Program which included an analysis of the HUD Notice and presentations from Katie Van Arnam, Virginia Supportive Housing (regarding a housing barrier assessment tool) and Claudia Gooch, The Planning Council (regarding the Housing Broker Team).

March 16, 2009 Update - The U.S. Department of Housing and Urban Development released the Notice with additional program detail. You can access the Notice at www.hud.gov/recovery

VCEH along with several partner organizations submitted recommendations to HUD as HUD completed the regulations.

February 25, 2009 - VCEH has prepared a document detailing the new Homelessness Prevention Fund and making recommendations for its effective and efficient use. This will soon be updated with information from the HUD Notice.
