Phyllis Chamberlain is the Executive Director of the Virginia Coalition to End Homelessness (VCEH). VCEH is the statewide nonprofit organization dedicated to supporting communities in their work to prevent and end homelessness in Virginia. VCEH priorities include increasing investment in permanent supportive housing for people with disabilities who experience homelessness and rapid re-housing for families and individuals, and building the capacity of communities through targeted and general technical assistance.
Prior to VCEH, Phyllis served as the Director of Field Mobilization for the National Alliance to End Homelessness. She collaborated with local, state and national organizations to build political will among Members of Congress and worked with communities across the nation on best practice policies and programs that achieve results in ending homelessness.
Phyllis’s past experience includes positions at a public policy consulting firm focused on women’s health issues where she organized policy conferences and legislative and message campaigns and as a coordinator of volunteers specializing in community outreach strategies.
Phyllis has been a frequent speaker and presenter at national, state and local conferences and trainings. Phyllis is a board member of New Hope Housing which provides housing and services to individuals and families experiencing homelessness in Fairfax County and a member of the Advisory Board of the Northern Virginia Affordable Housing Alliance.
