Homelessness Prevention: Creating Programs that Work

The National Alliance to End Homelessness has published this guide and companion to help organizations create a homelessness prevention program or improve an existing prevention program.

 

 

HPRP

The American Reinvestment and Recovery Act of 2009 created the Homeless Prevention and Rapid Re-Housing Program (HPRP) which provided $25 million to 13 local governments and the Commonwealth of Virginia for homeless prevention and rapid re-housing activities. These funds represented an infusion of funds for homeless prevention (and rapid re-housing programs) and have enabled communities to turn prevention program plans into reality.

The vast majority of HPRP funds in Virginia have been used for prevention activities (according to a recent analysis by the Virginia Coalition to End Homelessness of 9 communities implementing HPRP.)

The ultimate goal is to prevent homelessness from ever occurring in the first place. Preventing homelessness is not only better for the individual or family who does not have to experience homelessness's trauma; it is often less expensive to prevent homelessness.
